In this project, the main goal is to design optimal routing
decisions in a network in which routes may be temporarily blocked
due to incidents. We envisage a model based approach to determine
routing policies for vehicles driving on highways, choosing between
multiple reroute options. One of the first questions we address is
what type of data would be required to determine speed changes and
delays caused by the incident, and how these are influenced by the
congestion levels at various road segments. This approach combines
elements from statistics and data analysis, stochastic modeling,
          combinatorics, and game theory.
